I do not think that it is necessary to give any weight to the point that the appeal is in terms addressed to the Hong Kong Government. There was, I believe, a case (?in B.G.) where a direct appeal resulted in a grant on personal grounds which we should not have recommended; but the Committee loses its value if its procedure is to be
